NEW DELHI: Guided by Prime Minister Narendra Modi’s ‘Vision 2047’ and ‘Panch Pran’ (five resolves)aimed at making India a developed nation in the next 25 years, Union home minister Amit Shah, state home ministers and lieutenant governors (LGs) and administrators of all Union territories will on Thursday converge in Surajkund, Haryana.
They will discuss development of an eco-system for cyber crime management, modernisation of police forces, heightened use of information technology in criminal justice system, women’s safety and management of land borders and coastal security.
‘Chintin Shivir’ of home ministers of the states, to be presided over by Shah, will see the participants, which shall include state/UT home secretaries and DGPs, heads of Central paramilitary forces and Central police organisations like the Intelligence Bureau and RAW, brainstorming on topics such as home guards, civil defence, fire protection, enemy property on October 27 and on cyber security, drug trafficking, women’s security and border management on October 28.
Prime Minister Narendra Modi will address the ‘Chintan Shivir’ through video conferencing on October 28.
A home ministry statement on Wednesday said that the aim of the conference is to prepare an action plan for implementation of ‘Vision 2047’ and ‘Panch Pran’ announced by the Prime Minister in his Independence Day speech this year. The five resolves listed by PM Modi are — to move forward with bigger resolves and the resolve of developed India; to erase all traces of servitude; to take pride in our legacy; strength of unity for the dreams of ‘Ek Bharat Shreshta Bharat’; and to carry out our respective duties to fulfil the dreams of the country in the next 25 years.
The home ministry stated that the Chintan Shivir will discuss all issues directly linked to national policy making and how to ensure better planning and coordination among Centre, states and UTs, while laying special emphasis on women’s safety, given the ‘nari shakti’ shall play an important role in achieving the goal of ‘developed India by 2047’.
Among the issues set to come up for threadbare discussion are drug trafficking including the NDPS Act, NCORD, NIDAAN and Nasha Mukt Bharat Abhiyan. Protection of borders and development of border areas will be covered under the themes of land border management and coastal security. Enhancing conviction rate by technology-based investigation using ICJS & CCTNS systems and IT modules will also be deliberated upon. Initiatives like safe city project, 112- single emergency response system, anti-human trafficking units in districts, women’s help desks in police stations and biometric identity cards for fishermen will also be come up for brainstorming.
